Security Check on Cedar street and 5th Ave. There is a black male who is impeding the sidewalk with his tent and other property. Who is refusing to relocate.

The north side of the street has an illegal red paint. This has already been established as illegal by the city, but they painted it again. Please restore the parking spaces. Thank you.
