- Property owners have a tier 2 license but do not reside on the property. City of SD STRO guidelines require this to be a tier 3 license. Also property owners have a 1-night minimum, it should be a 2-night minimum per tier 3 license guidelines. Property owners are using the same STRO license and TOT number for 2 different listings on the same property. This is not allowed per STRO guidelines. Per STRO guidelines each listing must have its own separate STRO license. There also appears to be an unpermitted ADU in the backyard being used for STRO illegally. Per City guidelines, unpermitted structures cannot be used as STRO rentals.
