Request for Yellow Arrow Timing Info – Protected Left Turn City of San Diego Street Division, I am writing to request the signal timing info for the protected left-turn yellow arrow at the intersection of Carmel Mt. Rd and Rancho Penasquitos Blvd. I am seeking clarification on the signal timing for purposes of insurance documentation and the traffic control conditions. I would like to know: The current yellow arrow duration for the protected left turn when traveling S.E. on Carmel Mt. Rd. and turning left onto Carmel Mt. Rd. (see attached photo). The current interval between appearance of red arrow for the protected left turn above and appearance of green light for opposing traffic (traveling N.W. on Rancho Penasquitios Blvd.) The posted speed limit or 85th percentile speed used in determining this timing. Whether the timing complies with ITE or Caltrans guidelines for signal timing at this location. This information is critical for determining liability of parties involved in a collision here.
