- City Halls parking structure downtown called the Evan V. Jones Parkade located at the Civic Center Plaza stairwells reek of urine. They need to be power washed. Anyone conducting business at City Hall has to walk through urine from the parking structure to the building. I'm sure it is a bio hazard of some kind.
