On Tue 7/22 Caltrans claims to have taken care of the encampment but there's a new tent back in the cloverleaf circle as of 7/25 evening!

5-6 college-age males loitering outside and speaking loudly.

there is an encampment with 2 people on the embankment/greenbelt between University Center Lane and I-5 north next to the Aventine office building parking garage exit.

These are not street lights but the Villa Norte Park lights. The lights at the park are off during the early evening hours then turn on around 11:15pm. We would like the lights on earlier so the park is not so dark when we walk the dogs. One of the lights behind one of the houses is also out, even when the other lights turn on around 11:15pm. I drove by tonight at 9:30pm and the park was pitch black.
