    Eastbound traffic on CA 56 unnecessarily stopping. There is no pedestrian traffic and no traffic turning from exiting Southbound 15. Meanwhile, Westbound CA 56 traffic flowed freely… this is causing unnecessary traffic and backed traffic all the way to Rancho Penasquitos Blvd causing major delays.
