Description
there are a bunch of strung out junkies camping at the Pacific Beach library near the front entrance. they are harassing women who are walking by. they are openly using drugs and drinking here as well. there are clearly Mark no camping signs right next to where they are camping. why is this being allowed in our neighborhood?
